billable_event_components is very flexible and thus queries are slow

billable_event_components can be queried with any timerange of interest. This pushes more complexity into the queries run against it. I believe it would greatly simplify the queries run by /billable_events if we partition it into monthly tables and change /billable_events to return data for a given month.
