Voice configuration article

We need proper documentation for the possible values in the voice.cfg file. This file is needed when running the external alt:V Voice server.

Example file content below:

host: '0.0.0.0'
port: '7798'
playerHost: '0.0.0.0'
playerPort: '7799'
secret: 'secret123'

Some values might require some research or consultations with the devs.
