My guess would be that WM_TIMER is never sent. Hard to replicate.

This may not be an issue in LS/API/n*whatever.
Some programs just never set timeout/do not close baloon on their own, even when MSDN explicitly says that they should do so, and that there's no default behavior they could rely upon.
