OpenAir output: use also DA arcs when convenient

The converter is currently using only DB (point to point) arcs.
It would be better to use also DA:
DA radius, angleStart, angleEnd ; add an arc, angles in degrees, radius in nm (set center using V X=...)

It can be more precise when the arc is intended originally in that way.
