add min and max height limit

CLI -l option should have height limit too.
GUI in "Filter On Area" button/"Insert filtering area limit" dialog should support min and max height limit.
Web site about NOTAM support interested area limit with height limit.
More, some waypoint files, can have negative or full-scale values that are got from GPS unfix error, can be easily filtered with such limits.
