mauville: reproducibility blockers

As it stands, mauville is the only manually deployed host in this repository. Many programs have been configured manually or are not easily re-deployable should a hardware failure occur. This issue documents the remaining reproducibility blockers.
Prereqs
- deploy secrets with agenix
- move nix cache to cachix
- build & cache with github
