Equivalent to v1 AWS::Rails?

Is there a V2 equivalent to the old AWS::Rails, which provided the convenient :amazon_ses mailer?

There is not yet. Its on the backlog of features we plan to address. Until support is added, you can continue using v1. V1 and v2 can be used in the same application.
