Adding a open source license would remove uncertainty about whether others can reuse this code and encourage the community to send in modifications and improvements.

I am confused about why this issue was closed when it does not seem to have been fixed.

An open source license (Apache 2.0) has been added into the Command_Line branch of the project. This has yet to be merged into the 'master' branch.
