Block Anonymous Users from Rating

- need to block anonymous users from rating images
- also add custom message for the kudos fetcher in the generation panel for anonymous users to indicate they have no real kudos

Users will be warned they won't receive kudos is they rate image without logging in, and I updated the dream screen to show infinite kudos for anonymous users.
