Problems Problem Type is not parsed

This is a required field in Problem Observation. I removed hard coded 'Complaint' from generator. It needs to put back when parser reads it.

Problems Section->Problem Concern Act->Problem Observation->SHALL contain exactly one [1..1] code, which SHOULD be selected from
