Prioritize Habits

Allow users to set custom priorities for habits, to override the default habit sorting algorithm for those habits, and list them first/second/third/whatever.

If there are n habits, the user should be able to set the priority for any particular habit to a number in [1...n] as long as another habit does not already hold that priority.
