Does the AIO board make power supply bypass capacitors unnecessary?

The GBS-C Wiki refers to an optional, recommended step:
Add 10uf / 22uf ceramic SMD capacitors in parallel to stock ones (x4) C23, C41(alternative: C43), C42, C48
This power supply bypassing step reduces some forms of visible noise.
Does the AIO board make this unnecessary? The README, here, and the Retro Upgrades GBS-C AIO install walkthrough neglects to mention it.

It should not be necessary, although if you are having interference/noise then some of the power related mods may be useful. I'd first recommend picking up a high quality PSU though. If you experience any noise, I'd also recommend trying this modification before the one you mentioned: Remove C11, optionally replace with 22uF (6.3V to 16V) electrolytic cap. We've assembled over 30 GBS-C AIO's in the past and never required any more modifications than the recommended ones here: https://github.com/amoore2600/GBS-C_AIO
