Redefine release manager role and release process

Description

• Over the course of the last sprints, we have repeatedly had issues with the release process during the team meeting. This took a lot of time out of the meeting with fixes often having to be done after the meeting had ended.
• After having talked to the chair, there is no rule on whether the release manager role needs to alternate between all team members or whether it could even be occupied by one person only.

Required Action

• In order to allow for a smoothly running release process, the release manager role will be occupied by 1-2 people from the team that have experience with releases and are comfortable releasing each week.
• The release process therefore has to be newly defined.
