Can't locate assets folder

Summary
0.12.6 -> 0.12.7 breaks admin panel, never completes update.
anchor can't find any files in anchor/views/assets
Expected Behaviour
That there would be an error notice, or a completed update.
Actual Behaviour
After clicking 'download', I am notified the update was complete. I am then taken to a broken admin panel that is still Powered by Anchor 0.12.6.
Even after re-uploading all files from my local 0.12.6 dev, admin section is broken. The rest of the site seems unaffected.
Context
- anchor 0.12.6 or 0.12.7
- Apache 2.4.7
- PHP 7.1
Speculating something is out of sync between file-system changes and database changes, because over-writing the files did not fix the issue.
Second thing I tried, was to upload an entirely new snapshot of 0.12.6, and re-run the installer. It ran with no issues, and no changes to site. Admin section still weird, still 404 on all assets.
Any options to repair this? or should I dump, and restore content from last night's backup?
Clean install, restored content from backup. Everything back to normal. Couldn't find the cause.
