Users get charged for ticket they cancel transaction

Currently, users get charged for tickets they cancel the transaction on. What this means is when a user tries to pay for a paid event, and cancels PayPal transaction technically(not monetarily) they still get charged - the transaction gets committed on the database. However, one fix we suggested is that we remove the Attend this event button, and add a Pay with Paypal button.
