What needs to be done?

Enable users to deploy labs to specific servers or be agnostic about it and pick one depending on chance or by some metric (lowest memory usage?)

Acceptance criteria

Users can specify the servers that they deploy labs to
Users can let the server pick which server (itself or another server) to host the lab
