Build Civilian ATAK on Each Team Member's System

Before proceeding with any other work, each team member should establish a development environment in which source files for the plugin code can easily be manipulated, and the current plugin can be loaded in and interacted with in a simulated environment running ATAK.
The following completion criteria must be met for each team member:
- All prerequisite tools, including Gradle and Android Studio in most cases, must be installed
- A development environment is established in which one can edit and add source files to a locally cloned version of the Plugin
- A run configuration is established in which one can run a simulated version of ATAK on a simulated mobile Android device, and the team member can easily interface with the simulated device on their machine, and load the plugin into said simulated environment
