separate NOTE into items and rooms

We will want to give numbers to stuff not NOTE-d yet which includes things sent off-stage

A test case is giving the token to the weasel without actually examining it in annotation mode

Should we allow things to be annotated or reannotated?

We also may want to clear rooms/etc from annotation and we need to test line breaks for unlocking new verbs + annotations.
