can't connect to Pi via browser after configuration

Hi,
Just know enough to be dangerous on Pi based linux projects...
I have configured my garage door opening pi with an IP and modified the config.json file to use "site" port 8081. I can ping the IP address but when attempting to connect to the IP and port it says the page can't be reached. I have also tried the port your instructions noted of 8080.
I expected to get a login page...
Is there another location I need to configure port and IP?
Next day...I am going to reload the Raspbian image and start over. I installed a lite version initially and will confirm if I have the same issue. I will close this issue if successful.

Try, Try , Try again. 4 or 5 rebuilds. Time to make image in the event I need to load this back up.
