'adb connect' to Rspi3 on Android Oreo got Connection refused

Why?
system boots, network is connected, and setprop service.adb.tcp.port 5555 is set properly in init.rpi3.rc.
maybe something wrong with adbd?

I am getting the same error(192.168.36.22:5555: Connection Refused). Does any one have found out a solution ?
