texture sometimes cracks and the settings app crashes, how can I get the logs?

I have the oreo built up and running on RPi3 b+.

F3(or F4?) button is supposed to pop an overlay view. When overlay views like this pop up, its texture cracks. The pixels seemed to be zig-zagged. Is this a graphic driver issue?

The pre-installed settings app seems to crash as well. The patch here doesn't work because the codes don't even match. Maybe that patch was for nougat not oreo?

And one more thing, I looked around here and other people seem to have their logs when their Pi is booting or an app crashes... what kind of settings do I need to get those logs? The settings app doesn't work so I can't even access the "developer option".
