Firefox - Frame not found, or missing host permission

Getting the error "Frame not found, or missing host permission" across many applications and different installations in Firefox.
Exporting settings from Firefox and importing into Chrome work find, so the paths and permissions of the applications themselves are file. Other than the toaster pop with above error reported, there is no console output for any attempted launch.
Easily replicated across any installation Windows installation of Firefox and attempting to launch KiTTY or WinSCP (both work with identical configuration in Chrome).
