LOGGER_1B.LOGGER.MON_GET_CONNECTION when not installing with instance user

The following error appears when executing installer without instance user.
DB21034E The command was processed as an SQL statement because it was not a
valid Command Line Processor command. During SQL processing it returned:
SQL0551N The statement failed because the authorization ID does not have the
required authorization or privilege to perform the operation. Authorization
ID: "ANGOCA". Operation: "EXECUTE". Object:
"LOGGER_1B.LOGGER.MON_GET_CONNECTION". LINE NUMBER=213. SQLSTATE=42501
