selecting the desired version in the update guide changes the From version instead of the To version of the update guide

when trying to use the angular update guide on the new website

https://next.angular.dev/update-guide?v=13.0-17.0&l=1

only the From. select works. when changing the desired To v. option it changes the from field.
so it is not possible to show an update guide for versions other than 16-17 as skipping multiple versions is not recommended.

steps to reproduce:

1. visit https://next.angular.dev/update-guide
2. select version upate from 14-15
3. only From V. field changes even when changing the other select option
