Did the code use tensorflow v1 or v2 ？

I think it should be v1 based on the date when the code was updated last time.

That's correct: the code was written using TF v1. Hopefully, the logic is still useful, otherwise I would most definitely suggest implementing the techniques using a more modern approach!
