Unify the configuration of VP circuits

We need the ConcreteCircuit to deserialize the VerifyingKey, but we have various VP circuits and can not get the ConcreteCircuit sometimes.
To generally deserialize the VerifyingKey for different VPs, we will use the same configuration for all VP circuits.
