Review UpdateCatalog.rb for stray html insertion

When the satellites.html page is updated, some stray HTML artifacts keep getting inserted. See if they're coming from CelesTrak or if I'm doing something stupid in the script.

Two things were going on:

http://celestrak.com/NORAD/elements/orbcomm.txt is an HTML file containing no TLEs
stray HTML from orbcomm.txt was in the config/catalog.wml file, which is the actual source of satellites.html generation
