Lastest ansible-consul from main branch (master)

Ran playbook to upgrade consul version to 1.9.1 and config.json is mangled similar to:
#375

(e.g. {\n \n "datacenter":)
Removed config.json on test instance and re-ran the play with no change as it wrote the file mangled again.
