Disable systemd-resolved option

An option should be present for stopping/disabling the systemd-resolved service when using dnsmasq. Hashicorp documentation points out that this may be required.

makes sense... honestly i wish some of the extras like dnsmasq werent in this role at all, it seems out of scope to me, but precedent established
