Remove older_openshift_fail.yml from tests

Remove tests for older OpenShift distros patched in #291 to deal with python 3.7 support issues. These systems are several generation behind latest now and are not likely to be in use that this can be removed. Also, development of OpenShift content is being migrated and deprecated to community.okd making this even less of a concern to this collection going forward.
