ansible-core milestone branch update - 2.14 Phase 1

The core team has recently begun phase 1 development for 2.14 as of May 2, which means that the milestone branch has been advanced to the last commit of Apr 29, 2022 corresponding to ansible/ansible@2cc74b0

@sivel I'm not sure if an issue is the right way to announce this. I think that an issue is a request do do something, implement a feature or fix a bug or something.
I can live with it, but I think there should be a better way.
@mariolenz this is actually the exact the intent of this repository, to announce news to maintainers. This is done via issues, and then discussions about the news can happen in discussions within this repository, linked back to the issue.
