keycloak_quarkus: Add support for custom env variables in keycloak.conf

Sometimes it's helpful to have environment variables for stage-specific deployments such that providers (mostly themes) can act accordingly (e.g. different absolute redirect between staging <-> prod).
For themes, the most handy thing is to add support inside the sysconfig file
