Add multiple OS intructions on how to use the private PyPI

🐞 Problem
From private discussions with @iazehaf, the syntax for publishing and downloading from private PyPI is only valid for Linux shells. As it happens with the rest of commands published in the guide, let us have those also for CMD and PowerShell.
