After stopping the stream in webrtctest tool, edge webrtc client count does not become to 0

Steps to Produce

  1. Publish stream to Origin
  2. Play streams on Edge with webrtctest tool 70 viewers
  3. Wait a while like 3-4 minutes
  4. Stop stream on Origin
  5. Stop webrtctest tool

Expected

All webrtc viewers should be stopped and there is no webrtc viewer in edge

Actual

WebRTC Adaptor monitors that it has 2 viewers
get number of viewers for stream id stream1 is 2
