Support time-based timeline markers instead of just beat-based

Having time-based timeline markers (HH:MM:SS) will be useful for non-music applications, and possibly for some music ones as well. See here for an example of both timeline marker types: https://www.youtube.com/watch?v=9E_qtLiZZkU
