Restrict nomination drop-downs to items already nominated this year

To stop nomination drop-downs from getting huge and cluttered with ineligible items, restrict them to showing items nominated during the current awards cycle. Make sure this doesn't cause problems if a user nominates something not nominated yet this year but already in the database.
