Cache eligibility results

Since the eligibility of a story cannot change after the end of the awards year, we can keep a persistent cache of eligibility results and consult that before we start fetching the thread. Don't save negative results in the cache if the awards year is still going on, though (so that testing in production can't pollute the cache with incorrect results).
