[FEATURE REQUEST] Implement rate limiting mechanism

Is your feature request related to a problem? Please describe.
Currently the application will receive query in realtime through filtered streaming, and push the answers once every second. Once the queue is too full, the user might need to wait too long when the backlog is growing.

Describe the solution you'd like
Based on the predefined rate limit constant, send alert to user when the rate limit is reached and ask them again in the next few moments.
