Format checkers for non-netcdf files

Currently, for file types other than netCDF, PipelineFileCheckType.FORMAT_CHECK defaults to a simple non-empty file check. It would be helpful to actually validate the content of these files, at least for the more common and well-defined types, e.g. PDF, ZIP, PNG, JPG.
