Remove SourceLink workaround when .NET SDK 3.1.300 is released

src/Directory.Build.targets contains a workaround to make SourceLink and deterministic builds work properly.
This workaround can be removed after upgrading to version 3.1.300 of the .NET SDK (not released as of April 5th)
