Add "Frequent" tab to filter most linked question

Is your feature request related to a problem? Please describe
In many cases, the content of the Hot tab is not much different from the newest tab, and valuable content cannot be filtered out.
Describe the solution you'd like
- Remove the Hot tab.
- Add a "Frequent" tab to filter out questions that are most linked, indicating high value.
- Display "Frequent" and "Score" in a collapsed dropdown.
