Describe the bug
Keycloak dev service is enabled by default when quarkus-oidc dependency is added.
We have to disable the service because we're not using it - we use the custom one from kogito test utils.
The problem is wasting resources + insufficient default timeout for the service startup - resulting in repeated failures in CI env.
