Difficult to find emergency contact information

https://infra.apache.org/contact.html

This makes no mention of how to contact the Infra team in an emergency.
AFAICT, the only mention is under
https://infra.apache.org/infra-contact.html
which is linked under the heading "What we need to know"
Assuming the reader decides to follow the link, the infomation on that page is buried at the bottom.

I have moved the emergency-contact information from infra-contact.html to its parent page, contact.html.
