Add some `pre-commit` hooks that target the `R` language

Expected behavior
We should have standardized and valid R code with the correct syntax.
There are a number of pre-commit hooks for R listed at
- https://cran.r-project.org/web/packages/precommit/vignettes/available-hooks.html
- https://pre-commit.com/hooks.html
Actual behavior
We don't have a lot of R code but we should still test it.
Steps to reproduce the problem
Settings
Sedona version = master
Apache Spark version = ?
Apache Flink version = ?
API type = Scala, Java, Python?
Scala version = 2.11, 2.12, 2.13?
JRE version = 1.8, 1.11?
Python version = ?
Environment = Standalone, AWS EC2, EMR, Azure, Databricks?
