Fix jetpack ammo behaviour

We need to do a bit of refactoring to make this work, but...

  • Equipping a jetpack sets the fuel to max amount
  • After swapping off the jetpack, you can not swap back to it.
  • When swapping off the jetpack, fuel is set to 0.
