Questionnaire checkbox hints must be rendered under all checkboxes or under each checkbox based on configuration

A+ v1.8 changed the hints in questionnaire checkbox questions. The hints that are triggered when a certain checkbox is selected are now rendered right under the checkbox in the questionnaire feedback. Previously, all hints were always rendered in the bottom of the question under all checkboxes. The exercise configuration must be able to decide whether the hints are rendered in the bottom or under the checkbox. There are usecases for both the old pre-v1.8 and new v1.8 behaviour.
