Sidebar nav still keyboard accessible when collapsed

Leaving a note here as a to do. I'm also working through this same issue w/ making the Odyssey sidebar collapsible. When it's collapsed, keyboard navigators shouldn't be able to tab through all of the links since they're all hidden off screen. I haven't checked it w/ a screen reader to see what the current output is, but we'd also want to make sure that screen readers don't read off all of the sidebar content when it's collapsed, too.
