display filterBy in the URL query parameter of the selected stories

When a filter option is selected, it appears as a query parameter in the URL. However, when switching stories, it no longer appears as a query parameter.
Ideally, we would like to consistently show filterBy option in the query parameter when applied in the playground UI.
