What would happen if someone from Cuba signs up?

Since app.net is based in the US, afaik you have to obey the embargos of your government against certain countries. Many services have a 'no Cubans allowed' clause. Facebook have an office in Ireland which solves it for them. Out of curiosity: How did you solve this issue in your case?
