Vend Scripts Rely on Python 2

The scripts used to vend the copy of BoringSSL (specifically buildasm.py) rely on Python 2 syntax. E.g. https://github.com/apple/swift-crypto/blob/main/scripts/build-asm.py#L220
Python 2 is long dead and shouldn't be used any more
